Ann Arbor, the upscale home of The University of Michigan and over 100,000 full-time residents, asked Plante & Moran to review the efficiency and effectiveness of its police department. As part of the analysis, Plante & Moran consultants developed a staffing model based on the city’s response-time promises made to its citizens. The model predicted the staff requirements at varying response levels, assisted the city in meeting its budget needs, and served as an objective basis for negotiations between city management and its police officers.
