Last month, the Board of County Commissioners of Hamilton County, Ohio, formally extended its contract with Plante Moran Cresa for the 2017 calendar year.
Our role with the County is Wet Weather Improvement Plan (WWIP) Monitor, which entails assisting with financial management, program management, regulatory compliance, and performance review for the ongoing $3.2 billion improvements to the county-wide sewer system.
So far in our role, Plante Moran Cresa has supported the County’s success by recommending industry standard practices to promote responsible and effective management of the capital program. Specifically, our team accomplished the following:
- Identified regulatory compliance and capital program performance risks, recommending actions to avoid or mitigate risks.
- Reviewed financial planning and recommended improvements to program schedule and cost controls to minimize or avoid rate increases and bond fund needs.
- Created a coordination tracking system that promotes more timely and effective collaboration between Hamilton County (System Owner) and the Metropolitan Sewer District (Operator).
The County has publicly acknowledged that the PMC team has saved approximately $700 million in costs and avoided spending from 2010 through 2016. According to County Administrator Jeffrey Aluotto:
“The County selected Plante Moran Cresa to provide a holistic team capable of identifying and prioritizing program risks. They have consistently provided recommendations that have both been solid and value-added in both theory and practice. As a result, the County has realized a significant return on our investment with them.”
