Capital planning helps Redford Township fund recreation center without new taxes

Meeting a longstanding community need

For decades, the Redford Township community lacked modern recreational facilities. Township leaders envisioned a space that could provide multi-generational programming and foster wellness for all residents.

So in 2022, Redford Township set out to create a state-of-the-art recreation and wellness center that would serve as a hub for health, fitness, and community engagement. To bring this vision to life, Redford Township engaged Plante Moran Realpoint (PMR) for guidance throughout the process.

Funding a major capital project without raising taxes

The engagement began with a comprehensive feasibility study and capital planning process to determine the center’s needs, scope, and long-term financial viability. PMR worked closely with the Redford Township board of trustees and administration to align the project with community priorities and identify funding strategies that would avoid burdening taxpayers. The $23.1 million project was fully funded through federal, state, county, and township resources, primarily American Rescue Plan Act (ARPA) allocations. As a result, residents received a new recreation and wellness center without a tax increase or new bond issuance.

Guidance from planning through project delivery

PMR provided comprehensive program management and owner’s representation services, encompassing team procurement, budget and schedule development, strategic guidance on project delivery methods, and ongoing project cost accounting and program oversight. Construction began in May 2024, and the 35,000-square-foot center opened in January 2026.

A new hub for recreation, wellness, and community

The center will now serve as both a catalyst for economic development and a cornerstone of Redford Township’s commitment to wellness. It offers spaces for youth programs, senior activities, therapeutic swimming, and community events and features the following:

  • Multipurpose gymnasium for basketball, volleyball, and pickleball with locker room support spaces
  • Indoor elevated walking/jogging track
  • Fitness areas with free weights and cardio equipment
  • Community meeting and multipurpose rooms
  • Children’s playscape
  • Golf simulator
  • Wet and dry saunas
  • Spa pool
  • Outdoor amphitheater
  • Splashpad
