The impact of the One, Big, Beautiful Bill on employee benefits

President Trump signed the One, Big, Beautiful Bill on July 4, expanding HSAs, extending the telehealth exception for HDHPs, increasing dependent care FSA limits, introducing tax-advantaged “Trump Accounts” for children, and more.

On July 4, 2025, President Donald Trump signed the One, Big, Beautiful Bill (OBBB) into law, which will be effective from Jan. 1, 2026. The OBBB includes changes for employee benefit plans, including provisions that expand the availability of HSAs, extend the telehealth exception for HDHPs permanently, and increase dependent care FSA limits. The OBBB allows employers to continue paying employees’ student loans beyond 2025. In addition, the bill introduced a new type of tax-advantaged savings account for children under age 18, dubbed a “Trump Account.”
