Headshot of Christopher Blough.

I lived in Michigan state parks throughout my childhood as my father was stationed at some of the state’s most popular travel destinations, spanning 1,069 miles between eight assignments. True to our state’s motto, if you’re seeking a pleasant peninsula, chances are I’ve lived there!

Experience

As the public services delivery service line leader within our government technology and operations practice, I advise leaders in America’s fastest growing communities to deliver digital services for their permitting, licensing, and land development customers. In this role, I’m privileged to lead cross-disciplinary teams of community planners, technologists, analytics experts, and experienced operations advisors. Together we equip growing communities to promote economic development and community vitality.

My 20 years of experience includes public service practice and consulting advisory roles serving county, municipal, utility, and special purpose districts. Clients retain my team to manage and accelerate their digital transformation by providing technology and digital strategy, business process transformation, technology planning and selection, vendor contract negotiation, and solution implementation advisory services.

I specialize in elevating our clients’ capacity to introduce and enhance their services involving land development, building and site construction permitting, business licensing, and public safety and health code compliance. I also collaborate with teams who design system and process integrations with revenue management, financial planning, geographic information systems, enterprise asset management, and customer information systems.

My greatest career fulfillment is serving communities in Florida, California, Texas, and at regional metros. My clients know that I’m at my best when translating their goals into community-specific strategies with roadmaps everyone in their organization will champion.

I belong to the Project Management Institute - Great Lakes Chapter, the Building Officials Association of Florida, the American Planning Association, the Internal Code Council, and the American Water Works Association. I proud to have been recognized for accelerating digital service delivery using location analytics at the Esri International GIS Conference and have spoken to city managers, building officials, and finance officers at conferences over the years. My certifications include the Institute of Asset Management, Project Management Professional, IT Service Management ITIL Foundation, and Lean Six Sigma.

I earned a B.S. in geography and earth sciences from Central Michigan University and an M.P.A. from Eastern Michigan University. I also have master certificates in IS/IT Project Management and IT Service Management from Villanova University.

Outside of the office, I enjoy golfing, alpine skiing, Nordic skiing, exploring national parks, and hiking. I enjoy spending time with my wife, Keri, and my nephews, Cooper and Camden.
